Buying K-pop albums in Poland: 23% VAT and the zloty

Poland is in the European Union but not in the euro area, and that double position decides almost everything for a K-pop album buyer. Tax and customs rules are the EU ones, at the Polish rate; but the price shown by a European or Korean seller is rarely in zlotys, and moving from one currency to the other adds a cost that appears on no product page. This guide covers the buying channels, the tax that applies and the effect of conversion. pocabase lists 765 albums and 1966 versions.
Three sources from Poland
The first source is a seller established in the Union: the parcel moves inside the single market, nothing is claimed on arrival, and delivery takes days. The second is a Korean retailer, with the full catalogue and the original POB offers, whose shipment enters as a third-country parcel. The third is fan-to-fan resale, unavoidable for sold-out versions.
Poland is one of the Central European markets where demand has grown most, but physical stock stays concentrated on the best-selling releases. For a specific version or an older release, ordering online is the normal route, and the choice between a European seller and a Korean retailer comes up with every purchase.

Polish VAT: 23%
The standard rate on a delivery to Poland is 23%, among the highest in the Union. Under the EU distance-selling regime the destination sets the rate: a German seller shipping to Poland charges 23%, not 19%. Where the seller is established does not enter the calculation.
This VAT is due on every parcel from a third country, with no minimum amount, the small-consignment exemption having been removed across the Union on 1 July 2021. It is either collected by the seller at checkout, often through the IOSS scheme for consignments up to EUR 150, or claimed by the carrier before handover, with a flat handling fee.
Paying in zlotys for a price listed in euros
Most European sellers list in euros and Korean retailers in won or dollars. The amount debited from a zloty account therefore depends on a conversion, performed either by the seller, by the payment network or by your bank. The three do not apply the same rate or the same fees.
When a page offers to charge you directly in zlotys for a price shown in another currency, the conversion is done by the seller or its provider, at a rate that includes their margin. Paying in the listed currency and letting the bank convert often gives a different result. The gap is small on one album, but it becomes visible on a grouped order or a pre-order paid well in advance.
The EUR 150 threshold seen from outside the euro area
Customs duties only apply above EUR 150 of intrinsic value, meaning the goods excluding transport and insurance. That threshold is set in euros by EU rules. For a country that does not use the euro it is converted at the official exchange rate used by the customs administration, not at the rate on the day of your order.
In practice an order close to the threshold can fall on either side depending on the period. A single album stays far below it; it is the grouped order of six or eight albums that approaches the limit. The parcel is assessed as a whole: every item inside is added together.
Delivery: ten to twenty working days from Korea
To Poland, as to the rest of the Union, allow 10 to 20 working days between dispatch from Korea and delivery, customs clearance included. The clock starts at dispatch, not at the order. A shipment leaving a European warehouse arrives much faster, but only covers references already imported.
On a pre-order, add two waits before that clock: the official release date, then preparation at the Korean distributor, often a few days to two weeks on a large release. Tracking changes carrier on arrival in the country and can look frozen for several days.
Pre-orders, POB and choosing a version
POB offers depend on the retailer and the delivery region: the same album does not unlock the same gift everywhere. The pre-order window closes before the release date, and the POB disappears with it. An album page on pocabase lists the known POB with the retailer, the item and the deadline.
For the version itself, look at format, weight and inclusions. A photobook version is heavy and bulky; a card-sized version fits in a rigid envelope. The number of photocards and whether they are fixed or randomly drawn are on the same page: that is what decides when you only buy one version.
